So a hemispherical parachute with an air hole at the center seems like the best solution. The air hole provides stability and a hemispherical paracute provides double the coefficient of drag when compared to a flat chute.

did some quick maths and a 1 meter radius parachue provides a landing velocity of just under 4 m/s or 8mph (for you imperialists) assuming a payload of 5lbs ~ 2.3kg.
