Updating Certbot

Certbot ran into a bizarre certificate problem yesterday, which is fixed. However, it seems we are on `certbot 1.8.0` and can either:

- Update to 1.11x which will be end-of-life eventually and shorter term fix.

os level installations of certbot-auto are being deprecated eventually

- Switch over to soon-to-be mandatory Snap installation.

(easy one first, then think carefully about how much we want to get entangled in snaps stuff longer term - which I might have some uninformed opinions about …)

I’ve messed around a bit with DNS-based challenge/response for letsencrypt as well - would that perhaps be another option to consider?
